One Washington-focused estimate

A Washington-focused blog puts total install costs in Washington State at roughly $5,000–$15,000, broken out as: conventional gravity-fed $5,000–$7,000; alternative/pressure distribution $8,000–$12,000; mound system $10,000–$15,000. That is a secondary source. It is not a county or state figure, so treat it as directional color instead of a firm local quote.

Two costs before you get a permit

A perc/soil test runs roughly $250–$1,850 depending on the source (Fixr.com cites ~$600–$800; TheSeptic.Guide $250–$1,500; Angi a national average of $750–$1,850, with most homeowners paying $1,000–$1,300). A design/engineering fee adds another $400–$2,000+ (septictankhub.com, fixr.com, theseptic.guide). No Thurston, Mason, or Lewis-specific firm pricing for either is published — ask for both as separate line items when you get a quote.

Why Soil and Water Table Decide Your System Type

A conventional gravity system depends on soil doing the work: it needs to slow effluent down and give it room to be treated before it reaches groundwater. Not every lot in western Washington's Puget Sound basin has that kind of soil available near the surface.

What a site evaluator is checking for

Per a Washington-focused pumping/septic industry source, a mound system gets required when the native soil is too shallow, sits too close to a seasonal high water table, or sits too close to bedrock to safely treat effluent before it reaches groundwater. Evaluators specifically look for hardpan, dense glacial till, or bedrock near the surface.

Washington's Dept. of Health regulates mound systems as an engineered alternative. Its "Mound Systems Department Standards and Guidance" document (337-008, dated October 2025) sets the design standard installers work from once your site requires one.

Sand itself is cheap. The same industry source puts raw sand at roughly $8–$15 per ton at the pit, a budgeting ballpark rather than a confirmed local quote. What actually moves the price on a mound system is trucking distance: sites more than 30 miles from a sand pit can see the sand line item double. That's one reason two mound quotes on similar-sized homes can land far apart even before labor is counted.

What Thurston, Mason, and Lewis County Charge to Install

Permit fees are separate from what a contractor charges. On a five-figure project, they add up to a real line item. Each county below publishes its own 2026 fee schedule, and none of the three use the same fee names or structure.

Added up: a new install in unincorporated Thurston County runs roughly $1,947 (site approval) plus $520 (construction permit), or about $2,467 in base county fees before any flood-zone review, Operational Certificate, or extra site visit is added. A separate track through a certified designer lists Single Family Residential Site Evaluation & Design Review at $1,275, per the county's 2025 Appendix A fee schedule (effective Jan 1, 2025, which auto-escalates up to 3.5%/year, so 2026 figures not superseded by the newer summary above may run modestly higher), and a Designer Certified Sewage Site Plan Review at $295, per the county's 2026 Common Fees list. A Winter Water Study, if your site needs one, adds $1,510. A 2.35% fee applies to credit-card payments and a 5% technology fee applies per county resolution.

Added up: a contractor-installed system typically runs $570 (permit) + $275 (installation) + $170 (per-connection) ≈ $1,015 in base county fees; a homeowner acting as their own installer adds the $235 add-on, closer to $1,250. Separately, Mason County charges licensed professionals their own annual fees: $310/year for a Certified Installer, $310/year for a Certified O&M Specialist, and $40/year for a WA DOL Certified Designer's inclusion on the county's list. That overhead is baked into a contractor's quote rather than billed to you directly.

Added up: $840 (install/repair/alteration) + $505 (design review) ≈ $1,345 in base county fees for a residential install that needs its own design review. Lewis County's fee schedule lists a few additional OSS review line items, for permit transfers, soil evaluation, and re-inspection, that are not listed here. Call Lewis County Environmental Health to confirm those amounts before budgeting. Lewis is also the one county of the three that publishes what it costs an installer to get certified in the first place: a $670 new exam fee ($650 to retest) and $335/year to renew. Those licensing costs are one reason local labor rates vary by county.

Thurston County also runs a smaller grant for homeowners in shellfish-growing and protection areas, though that program is aimed at inspection, pumping, and minor repairs rather than a full new install.
